It is the recommended practice for fatigue design of offshore steel structures — S-N curves for welded, base-material and bolted details, stress-concentration factors, thickness effect, and the environment classes (air, seawater with and without cathodic protection).
The curve depends on the detail geometry, the loading direction, the environment, and whether the weld is ground or as-welded. Deckhand selects the curve from your detail description and states the choice so a checker can verify it.
Yes — the same stress history can be assessed by DNV-RP-C203, API RP 2A-WSD or BS 7608 and the results shown together, so you can see how the governing curve changes.
